일본-인도 원자력협정을 반대하는 국제서명운동에 동참해 주세요!

 

 

일본 아베 총리가 올 12월 11일부터 인도를 방문하여 인도 모디 총리와 정상회담을 가져 그 자리에서 일본-인도 원자력협정을 맺으려 하고 있습니다. 이 협정이 맺어지면 후쿠시마핵사고를 일으킨 일본이 인도에 핵발전소를 수출하는 것이 가능해집니다.

이것을 막아내기 위한 국제 서명운동이 일본 시민단체에서 제기됐습니다. 이에 많은 한국 시민 여러분이 동참해 주실 것을 요청드립니다.

일본-인도 원자력협정에 반대하는 국제성명

우리는 총리가 뉴델리 방문 시에 서명한다고 하는 일본-인도 원자력협력협정 체결을 강력히 반대합니다.

이 협정을 체결해버리면 지금까지 핵폐기를 계속 제창해 온 피폭국인 일본이 핵확산금지조약과 포괄적핵실험금지조약에 가맹할 의지도 없고, 핵의 군사적 확대노선을 유지하는 인도에 핵발전 및 핵기술을 수출할 수 있게 됩니다. 올해는 피폭 70주년이지만 핵확산금지조약 운용검토회의는 최종문서를 합의조차 하지 못 한 채 끝났습니다. 이러한 상황 속에서 이 협정을 체결한다는 것은 전 세계 및 일본의 핵폐기 노력에 치명적 영향을 미치지 않을까 염려됩니다.
또 현재 인도정부는 핵발전소를 우려하는 지역주민 등을 탄압하고 있습니다. 핵발전소는 심각한 사고를 여러 번 일으켰으며 지역주민들이 핵발전소의 안전성에 대해 우려하는 것은 당연한 일입니다. 이러한 우려를 힘으로 억압하려는 정부의 자세는 바로 비민주주의적인 태도라고 할 수 있겠습니다. 일본이 인도와의 원자력협력협정을 체결하면 이러한 비민주주의적인 억압에 일본이 가담하게 됩니다.

일본-인도 원자력협력협정은 심각한 문제가 많아, 체결해서는 안됩니다. 우리는 일본-인도 원자력협력협정 체결 포기와 교섭 중단을 강력히 요구합니다.

International Appeal Against the India-Japan Nuclear Agreement

Dear Mr. Shinzo Abe,
Prime Minister of Japan,

　We strongly disagree with the conclusion of the India-Japan nuclear cooperation agreement, which is reportedly going to be signed during your visit to New Delhi.

Japan, which has repeatedly called for nuclear abolition and has suffered severe radiation damage (hibaku), signing a nuclear agreement with India, which has no will to become a member of Non-Proliferation Treaty and Comprehensive Nuclear Test Ban Treaty,and expanding its’ nuclear armament, can export nuclear technology. This year is 70th anniversary of the Atomic Bombing, however the NPT Review Conference this spring did not produce consensus recommendations. We are very concerned that Japan signs the agreement under such a circumstances will have a lethal influence on Japanese and global efforts towards nuclear abolition.

And now, Indian government oppress local residents who worry about nuclear power plant. Nuclear power plants repeatedly caused severe accidents, and it is quite natural that local residents have concern about safety of nuclear power plants. The government’s oppression toward local residents is said to be non-democratic attitude. Once Japan sign the agreement, it will take part in anti-democratic actions.

The India-Japan nuclear cooperation agreement is much problematic and should not sign the deal. We strongly urge you do not sign the India-Japan nuclear cooperation agreement and stop the negotiation.
